The dataset url is/was a website that contained links to several .xlsx spreadsheets, where each spreadsheet contains an individual dataset (typically for a fiscal year). The data download also contains .pdf files with reports, methodology etc. for completeness. Everything was compressed into a .zip archive and uploaded to DataLumos as a single .zip archive.
