Federal TANF and State MOE Financial Data, FY1997–FY2024

A complete archive of the annual TANF and state maintenance-of-effort (MOE) financial data released by ACF's Office of Family Assistance, covering every report year from FY1997 through FY2024, together with the ACF-196 and ACF-196R forms and instructions needed to interpret them. It contains 186 data files and 40 ACF source documents.The archive was assembled because the series had become, in large part, unreachable. ACF's resource library surfaces only FY2017 forward. Nothing from FY1997-FY2009 - 169 files across thirteen years - is on ACF's live site at all, and the server that once hosted those years, www2.acf.hhs.gov, no longer resolves. FY2010-FY2016 is still live but unlinked retrievable only with a URL one already has, and the filenames carry undocumented date stamps that cannot be guessed.The contribution is therefore not only the files but the index. MANIFEST.csv records, for every file, its md5 checksum, byte count, report year, role, and the ACF or Internet Archive URL it came from - the finding aid ACF's site no longer provides. Two defects in ACF's own releases are documented here a mispackaged FY2001 table, never corrected, for which a reconstruction is included; and FY2011, where ACF's page still serves the superseded May vintage from its top Excel link.
